Public Administration is an ever widening subject. In each form of govern ment the role of public administration as a system and public administrators as executors of laws is increasing day-by-day. Success and failure of a government and in fact of a political system very much depends on public administration and the way in which laws passed by the legislature are executed and enforced.

In the present revised edition an atterhpt has been made to bring the material up-to-date. Those topics which had become of great significance during the past few months/years have been dealt with. Every effort has been made to ensure that no important topic is left out. Like the earlier editions, in this edition too, the material put is quite exhaustive and authorities on the subject have been quoted where necessary. Thus the whole material is dependable and authentic.

The style of the book has been kept as Q-A, as it very well suits the needs of the majority of the students. The language has deliberately been kept simple so that that is easily followed and understood.

Preface to the First Edition

Our social, economic and political life is increasingly becoming complex. Today there is no walk of our life in which the presence of public administrator is not felt. The society must tolerate increasing share of public administrator in our life, more particularly in a welfare state. A public administrator is not to deal with one public but with publics.

Importance and necessity of public administration is being increasingly realised in India and the number of students taking this subject to study is gradually and steadily increasing. In the same way more and more Indian Universities are introducing this subject of study both at Degree and Post-Degree level.

Having been encouraged by the response which my previous books have received from the student community, I have ventured to bring out this handy volume. I do not claim originality and have borrowed, where necessary, both from Indian and foreign authorities. On my part I have tried to present the subject in an appealing and acceptable number. I have also tried to see that the matter is very easily understandable and the students do not suffer from the hurden of understanding the subject and the language.
